I seem to remember that sometimes in the course of things I understand what this one means. But usually when I see it, I don't. I assume it has something to do with your "strategic" or over-arching views. If you think everyone from France is an appeaser, you're not going to find ways to fight terrorism with French people. You have to change your basic point of view before you can recognize "tactical anomalies".
Or in business, you have to assume you can be successful otherwise no idea no matter how good it is in itself is going to seem worthwhile.
This quote obviously appealed to you. Can you give us some examples?

I am not entirely sure what this quote has to do with France; perhaps I am not following how this relates to the French people and terrorism.
